1. First of all install wordpress on the new server.

2. Now backup your database from the old server.

According to my own experience I think you should not use any WP-Plugin, or WordPress to backup database, as by doing this way you can loose many crucial data like comments, posts etc.
3. Now from your new server go to PHP Myadmin, and import your database you backed up in step 2.
- Click on the “Import” button.
- Choose the “Backed Up” file from your computer.
- Hit “Go”.
4. Your are done just check your blog now !!
